Having grown-up and lived in 10 countries, I was raised to be a pretty good student of human behavior .. as foreigners living in a foreign land, my parents drilled into me when I was still young that it was important .. reeeeal important .. on this, they were spot-on.

Just sitting on a street corner (Philippines, Malaysia, Indonesia, where I was raised) and watching market-goers going about their daily business, my father could point out to me what we were seeing, and what we were not seeing .. and then discuss why these behaviors (expressed through cultural values - the root of it all) are what they are compared to ours.

To safely navigate these cultural waters, develop situational awareness at the tactical level (managing day-to-day) .. and develop cultural awareness at the strategic level (managing your life).

It is easy (and sometimes risky) to wander through the streets of a foreign country and get none of what is really going on about you.

While I have done a lot of business in Thailand, for very personal reasons, I found it necessary to drill down quite deeply on Thai behaviors, to identify the handful of foundational cultural values that seem to drive broader Thai behaviors .. not just what their behaviors are likely to be, but why.

Being mindful of these has made all the difference in my life here.

If you choose to live here, wrapper, you will do well to invest in understanding Thai root cultural values .. not just in relation to your treasure, but more so your heart .. if you live here very long, they both eventually come into play, and are often inseparable.

When I bought my condo the  contract had a penalty for each day of delay, don't know if that was put in by the developer or the law firm that I hired to handle my purchase.  It was finished about 3 weeks late and I received the discount, but I was the one that pointed it out when it came time for me to pay the developer.  Also at that time (2009) condo sales were slow so the Thai government temporally stopped the transfer tax except a small processing fee, so I saved even more baht.

I'm no expert by any means, but looks like it'll be a huge effort to finish this year. More likely end of next year.

Property development goes through phases, some of which constrain the amount of possible progress and some of which are wide open to making great progress.

Once the shell building is topped-off, as now, the pitch is wide open and the contractor can efficiently pour resources onto the site with few constraints .. this is the time when contractors very effectively progress, or make-up a lot of lost time on projects that are behind schedule.

Now maybe the "Strider-cam" was onsite during a break, or wee hours before everyone was onsite, or late hours, or the workers are camera-shy, or whatever, but this construction site is pretty scarcely populated.

Properly managed and funded, there could be guys crawling all over the site now, "roughing-in" the plumbing, mechanical, and electrical, "drying-in" the building by installing exterior glass and handrails.

While Evilfriar might be no expert, his instincts are correct .. the lack of workers onsite during this unconstrained phase is apparent .. the project appears under-resourced, either capital or proper management.

I am not onsite, but the Strider-cam photo series consistently shows few bodies onsite, and this is a time it should be obviously crawling with workers.

While construction is creeping at nearly a snail's pace, with this project's history, I guess buyers should be grateful that it is moving forward at all.

Remind me, is it sold out?

I walked past daily late Dec and early Jan, the one thing that stood out every day was the lack of visible workers.

LOL xmas 2016 & xmas 2017 i had been told by half of the same group of people working on this project that worked on the Centara avenue across the road that the gym would be started & or completed. Needless to say here in late January 2018 it is still basically a rubbish dump for the hotel . Roof top gardens haha forget that chit they now say city hall won't allow it for safety concerns & even asking for chanotes last time i was directed into the beloved Roman's office to explain why something i paid for in 2015 still isn't on paper as being owned by me . I myself won't be asking anyone anything from now on as i am just too sick of the lies & BS i have been fed for years now . All i can say is i am glad i didn't get involved in the waterfront or the other luxury crap that folded almost a year ago in Jomtien .
People are selling Centara condos so you could always do the same to get rid of the problem. No chanote required it seems, strange but true

They arent selling the condos: they are selling the contracts on.

About as desirable as having your fingernails pulled out as far as I can see, though anyone who manages to sell their off-plan contract has to be congratulated for having found a bigger fool to sell to.

The single most important rule in Thailand is to never pay upfront for anything here. Only pay on delivery, and after you have inspected whatever it is for faults.

I have a friend who bought there also a condo, at the end of feb 2018 must everyone have the chanote. That's what Roman says.  We will see...

that is my impression too. strider-cam was out for a root around today again around 13 30 hrs

The Strider-cam does not lie .. a clear contrasting comparative is possible here.

The number one key in successfully buying off plan in Thailand (especially Pattaya), distinguishing drunken gambling from sober decision-making, is the developer .. there are other keys, but this .. is .. an .. absolute.

Entrusting your money to publicly-traded developers that are creditworthy enough to get bank financing can be relied upon to perform .. money given to developers who are not credit-worthy enough to secure bank financing are bad gambles .. they consider your deposits "winnings".

The Base was developed by Sansiri .. Centri Sea developed by SC Asset .. Unixx Condo developed by Raimon Land .. all publicly-traded companies.

Developers of projects like The Waterfront and Golden Tulip? .. the Tulip Group? .. are you f%#king kidding me?

Still.. there are plane loads of unsuspecting farang pouring into Pattaya every year who give their money to these guys .. totally unsecured.  Amazing Thailand, eh?

That must be on the dirt track running between Sois 15 and Buakhao that was fenced off many months ago.

I will be very interested to see what that turns out to be. Just hoping not another bloody beer bar complex!

Did he enter the construction site? Walked into the buildings? Workers are not hanging on the walls outside the buildings.
