A 79 year old British man is alleged to have conducted lewd acts with a 13 year old boy in the back of his car, which was parked in a secluded area in South Pattaya. A German film crew who are making a documentary on child abuse and human trafficking in Asia were interviewing another boy at Royal Garden Plaza on Friday Night when he allegedly received a call from the 13 year old who revealed that he was about to meet with the 79 year old, Mr. Norman Wallis, a retired Pilot from the British Royal Air Force. The German film makers contacted the Region 2 Child and Woman Protection Unit based at Banglamung Police Station who met the film crew at Royal Garden Plaza where Mr. Wallis met with the boy and the pair drove off to a secluded area inside Soi 4 off the Pratamnuk Road in South Pattaya. Minutes later officers moved in and allegedly witnessed Mr. Wallis performing oral sex on the boy. A black cover was placed over the rear seats of the car in an attempt to prevent passers-by from looking into the car. Also found in the car was other incriminating evidence which will be forensically tested. The boy claimed he was paid 700 Baht by Mr. Wallis and this was not the first time the 79 year old had attempted to meet with the boy according to the boy’s statement taken later at the Police Station. Mr. Wallis, from Morden in Greater London, was arrested and later charged with conducting lewd acts with a minor and will be held on remand pending Court proceedings.

Pattaya police arrested a retired Air Force British national while he was having sexual intercourse with a 13-year-old-boy. The 79-year-old Brit claimed that he did not know that it was against the law.

 

 

Pattaya, February 25, 2012 [PDN]; The Center for the Protection of Children, Youth and Women and police was notified by the Child Protection & Development Center in Chonburi about a foreigner abusing a child in a parked passenger car in Soi Phratamnak 4 , Moo 12, Nongprue, Banglamung. Chonburi province.

Pattaya police arrived at the location and found Mr. Norman Wallis, age 79 in flagrante with a 13-year-old inside a Toyota Vios, registration KorSor (กษ) 4277 Chonburi.

Upon interrogation Mr. Wallis said that he arrived in Pattaya 2 months ago and was told by his gay friends told him that he could buy a child prostitute just for 700 THB.Later he met the boy nickname “A” at a parking lot.

The suspect and the child they drove to Phratamnak hill and parked the Toyota Vios in an isolated area, where the sexual intercourse took place.

Mr. Wallis said that he did not know that buying a child prostitute was against the Thai law.

The police searched his room but did not anything illegal.

Mr. Wallis was arrested and charged with child molestation.He is detained at the Pattaya police station and will prosecuted according to the Thai law.

... Covicted prisoners naturally like to know what offence did the old man do... In Ireland, there is seperate prison to avoid attacks on sex offenders, Dont think that apply in Thailand prison......

A retired English military officer was arrested for allegedly sexually molesting an underage child in Chon Buri’s Bang Lamung district on Saturday.

Norman Wallis, 79, was caught while performing oral sex on a 13-year old boy in a Toyota Vios parked in Phra Tamnak Hill Soi 4 in tambon Nong Prua shortly after midnight, said Kreetha Tankanarat, deputy chief of the investigation centre at Provincial Police Region 3.

 

Residents in the area have complained to police that foreigners like to buy sex from young boys in the neighbourhood, said Pol Lt Col Kreetha, who led the arrest team.

 

Officers said Mr Wallis had called the boy, whose name was withheld, and asked him to dine with him at Jomtien Beach late Friday night. The boy then called his friend to inform him about the man’s invitation.

 

His friend happened to be with Palisorn Noja, director of the Centre for Child Abuse and Human Trafficking Suppression, at that time he received the call. Mr Palison alerted police after learning of the suspect’s approach, as he feared the boy would be seduced.

 

Police said Mr Wallis confessed to them that a friend who is homosexual told him that he could buy sexual services from underage youth in the area for only 700 baht. He was interested and contacted the boy, said Pol Lt Col Kreetha.

 

He came to Thailand two months ago and was scheduled to leave for the UK next week, he said.

New laws allowing paedophiles who abuse children abroad to be prosecuted in Britain will come into force next week.

 

The legislation permits police to bring charges against "sex tourists" even if their activities were legal in the country where they took place.

Currently, a Briton can have sex legally with someone under the age of 16 in a foreign country if the age of consent is lower there.

That person would now be prosecuted on their return to the UK.

The law will take force on Monday, Home Office Minister Vernon Coaker said.

Mr Coaker said: "I hope this new law will send a tough message to deter travelling sex tourists.

"From July 14, anyone who commits an offence against children abroad will face the prospect of prosecution for the same offence here even though it may not have been an offence in that country."

Chief executive of the Child Exploitation and Online Protection Centre Jim Gamble said the move sent out the message that sex offenders will be tracked down and prosecuted.

"This measure is a significant step forward and sends out a very clear and unequivocal message to offenders everywhere - and no matter whether they are in the UK or abroad - we will track you, we will bring you to account and you will face the consequences of your criminal actions."
