Very sad indeed but now making all pax wear life jackets throughout the crossing is overkill. If the boat complies with maritime laws (ie working bilge pumps etc) and is not over loaded, they should never be needed.

when things go wrong it happens quick, how long would it have taken these 2 to go down ?

Little update: me and a friend (Andy666) went 2 weeks after the accident to Koh Sichang on the day of Loy Krathong. No life jackets were giving out on the ferry...

 

They will never learn.

Told you so nothing is enforced or policed wont be long to the next incident.
