The hotel in question is not "right next door to tukcom", as you have stated.  In fact, it's some distance off South Pattaya Road down a few streets that are dark at night.  That area is full of budget accommodation.

All the booking sites can be great just depends on the day and specials on offer, i monitor most of them leading up to booking and book when i believe the price is as low as its going to get i recently saved over 1200 AUD booking on Agoda
