The naked girls are generally too busy dancing or being fingered by old men to lower themselves to serving drinks. I don't know of any topless waitress bars in Pattaya, but in Star Of Light in Bangkok they de-top & let you cop a feel of their titties in the bar before more interesting things happen; so I've heard.

The Silver Star a GOGO have the most time nude dancers and in the Jaccuccy, with some monney, Tip and drinks, you can have some nude girls in your arms. (OR ??)
