My buddy is coming from China to meet up in Patts. He is a US citizen, and I assume he is eligible for a visa on arrival, and doesn't need any sort of special visa since he is traveling directly to Thailand from China. Can anyone confirm that?

You say your buddy is an American citizen and (most likely) hold an American passport. Immigration will treat him like any other Americans regardsless of where he is arriving from.

It's the passport that you are carrying that is important not where you are coming from.

 

Also for countries like the US it is not a visa on arrival. It is a visa waiver program. You do not get a visa,only an entry stamp allowing you to stay in Thailand for 30 days. If you see the visa on arrival sign keep on walking. The visa on arrive is for people who need a visa to enter the country.
