Could you elaborate on what you mean by a money transaction please?

 

If you mean money changing why would you want to use a tailor?

 

Oh, and why does it say visa in the title - are you hoping to buy a visa from a tailor.

That sounds expensive and dangerous to me. You will have no problems getting cash from an ATM....unless that card is not yours.
