Short answer... whenever you can get the time off work

 

The weather is most mild between about October and February (cooler than other times of the year and less rain), but this is also the high season, for exactly that reason, the the tourist cities are packed to the rafters. Fortunately, if you're looking for girls, this is also the time of year when there are more girls. A lot of bar girls come to Pattaya (or Bangkok or Phuket or whatever) mostly for the high season and make enough money to stay home upcountry for the low season.

 

March, April, and May are the hottest part of the year, which keeps some away. Also in April (wrapping up right now, in fact), the Songkran festival dominates many areas, especially tourist areas. Some people love it, some hate it.

 

May through about September are the rainy season. Temperatures are more mild, but it rains almost daily. Usually the rainstorms are fierce, but short, though they can somtimes last for days and cause flooding. Personally, this is my favorite time of the year. Rain doesn't bother me too much as long as I've got an umbrella and a dry change of clothes back at the hotel, most places aren't too crowded, and hotel rates are cheaper.
