Detailed Process For Visa subclass 573 - Paper Based - From Pakistan

I have listed the entire process so you will never have to visit an agency's office. I thank all the people who helped me in compiling the whole process.

Australian High Commission does not take part in issuing visas. From 1 August 2009 all student visa applications for citizens of Pakistan (living in Pakistan) will be processed by the Adelaide Offshore Student Processing Centre (AOSPC) in Australia.

The e-visa is not available for Pakistan, so only paper visa is filed to AOSPC.

 

If you mail at " [email protected]" with subject line " “status of processing times”, you will get an auto response telling you the progress of all e-visa and paper based applications. Something like up to this date all paper/e-visa applications have been assigned a case officer.

When you have received an offer from Australian University:

- Make sure it is an unconditional offer, if it is not then satisfy the conditions and then ask for an "unconditional offer of admission" letter.

Make sure all your documents are in order, the list of documents are listed below:

- All documents mailed to AOSPC will be copies, do not mail original

- Do not lie on any of the forms, do not miss any details and documentation

- All documents needs to be attested, Get them attested from notary office, usually charge 10-20 Rs per copy

- Australian Dollars: If you file a visa and then Australian dollar goes up, don't worry, it will still be calculated at the day of filing rate

1 Complete visa forms:

You need to fill the visa forms, You will need to fill the following forms:

Form:

1282 - Australian values statement for temporary visa applicants

1221 - Additional personal particulars information

956 - Appointment of migration agent or exempt agent or other authorized recipient

157A - Application for a student visa

Supplement for postgraduate studies (No number on the form)

1022 - Notification of changes in circumstances (If something changes after you filed the visa)

Family Composition Form

Education History + Work History + Gap(Can't remember the form names)

2 Photographs:

4 White/Blue Background, Passport Size

3 Colored copy of all Passport and ID card:

Passport: Valid for at least 2 years because of delays or term defers. Only front 3 pages of each passport are required, but I would suggest you send them the whole copy.

Just mail them the whole copy of all passports you have or later they might ask you where you have travelled in the past years. I mailed them the first two pages but it was a mistake. Send them the whole copy.

4 All copies of original Documents:

Get them attested from notary office, usually charge 10-20 Rs per copy

5 English Proficiency Certificate:

I gave my original IELTS result copy

6 Registration form “B”

Form B usually shows all family members.

You can't get your own Form B if you are a Bachelor, you need to give them a copy of your fathers one.

You are lucky if your father has an old Form B with all family members shown, the problem is the children above 18 are not shown if you father gets a new one. So I was able to find a 15 years old Form B which was showing all family members.

If you can't find an old form B, you need to get another form, I don't remember the name but it shows a family tree. You need to go to Nadra's office, get urgent coupon 500rs and then take your whole family for that form. That form needs all members present there to be made. Basically you're f****d.

Now make a word document and send them: a basic family tree thingy, with all nic's of family members and where they are. At that time when I applied, think the template document wasn't there, think now it's there, so search for it.

7 Statement of Purpose (MUST BE SIGNED BY THE STUDENT)

(ii) Why have you selected specific course?

(iii) Why have you selected this Institute?

(iv) Why have you selected Australia?

(v) Opportunities after completion your course

(vi) Financial detail

8 Detail C.V.

9 Statement of Gap:

Mention all activities during and after your education with dates. Also provide the evidence (Take this seriously). You need to send them everything you every did from 8th grade till now. Show work experience. A template form is now available for this now.

10 Application Fee is 540$ Australian Dollars:

When paying try paying by credit card as it is way faster. Draft takes more time to cash.

Sponsor needs to:

1 Color NIC copy

2 Affidavit of Support on Rs.20/- (stamp paper)

Just go to a notary person, he will have tons of samples there with him.

3 Proof availability of Finances (try to select one or all)

(Note-Not sure, recheck it: people on scholarship don't need to provide this or need PVA. I believe they only need to show living costs.)

(i) Sufficient Bank Statement fixed from last 6 month. Also a letter from bank stating this bank statement belongs to the person (AKA:Bank Courtesy Letter).

Your minimum balance should not got down the limit during the past 6 months.

(ii) Bank Statement should be related from one of the Followings

Father, Mother. Brother, Sister, Grandfather, Grand Mother

(iii) If student is unable to provide bank statement held from six month alternatively sponsor has to provide approved study loan from any registered bank. This means running finance.

A running finance is a document issued by the bank, meaning you can take this much amount of loan. This is taken against property(lengthy business, takes a month) or cash deposited its self(takes a week).

Saving Certificates are also recommended. I think there is a time period on them, that they should be "X" years old.

4 Source of Income:

Must provide all sources i.e. Job, Business, Rent. You need a letter from your company stating you work there.

5 Tax Documents:

NTN copy and tax returns for last 3 years.

6 Properties Documents Copies

Get it from a real estate agent.

After getting "ACKNOWLEDGEMENT OF VISA APPLICATION":

 

As soon as you get acknowledgement you will also get a Health Request ID Number, go for medical as soon as possible(take Form 26 & 160). For that you need to make an appointment, if you are lucky you will get a date to show up for medical exam after 2 weeks. Listed below are the phone numbers, call them to make an appointment. They do not pick up phones or turn them off, so keep trying from 8:00 am in the morning. Their timings are from Mon to Fri(8:00am to 3:00pm, but on Friday 8:00am to 12:00pm). They might also ask you to fill out "Official Use Only" section but don't do that.

 

 

- Bring original passport (also a copy of it)

- Form 26 Medical examination for an Australian visa

- Form 160 Radiological report on chest x-ray of an applicant for an Australian visa

- Initial Student visa application (This is the acknowledgement of visa application)

- Health Examinations Request Checklist (This contains Health Request ID)

 

 

 

They will ask for you Date of Birth, passport Number when you will call them for an appointment. You will need to fill the 2 forms listed above before coming, but don't sign them. You need to sign one form in front of cashier person and the other when they do the x-ray.

Show up at 8:00 am instead on 9:00 am, they will let you in and you won't waste whole day. First of all you need to pay the fee at the cashier(also sign one of the forms), so bring change as these nub cakes don't keep it. They will ask you to go and pee in a cup and place it there near the washroom place. When you return, then after waiting you will go to another waiting room. There they will take blood pressure and weight you. After that you will be asked to go see the doctor. He is going to examine you (Mr. Pervert is going to touch you at wrong places ). After that they will give you two envelopes, you now have to go to another place to give blood for HiV test, they will take one of the forms. After that you need to go to another place for chest X-ray (Remember to sign the form after chest x-ray in front of the doctor). You don't need to pay the bills for x-ray and HiV tests.

You are done with medical, they will send the results, takes them 2 weeks.

Waiting for PVA:

 

PVA usually takes 12 to 16 weeks nowadays. When you get the PVA you need to mail the PVA plus the acceptance form with the bank draft to the university.

For the Bank Draft, try Askari bank because some banks are not reliable. In order to make a Australian Dollar Bank draft you need a foreign account. So I suggest you open one when you file for visa at the beginning(I think it takes 2 weeks). Fed Ex all your documents to the university, it usually takes no more than a week to receive e-CoE.

E-CoE (Electric-Confirmation of Enrollment):

 

After you receive your eCOE, email it to your case officer@AOSPC. Now your security clearance check will start. It will last for about 4-8 weeks.

As soon as security clearance ends, they might ask you the address for the accommodation in Australia. Yes, I know it is really stupid as you are sitting here. In order to overcome this, reserve an accommodation at your university when you send your eCOE. After you have got an acknowledgement of a reservation, send it as soon as possible to the case officer.

Now you wait for the outcome.

Approved/Declined:

If your application is rejected, you might get a application finalized message.

If your application is approved, you will get a visa grant number. Basically this is your visa. You can get the visa labeled from Australian High Commission Islamabad.

Make a copy of your passport for your records, because UK Embassy did lost around 3000 passports (Probably these passports are now being used by foreign spies for terrorism related events. In the end, the blame will fall on Pakistani citizens).

Courier your passport and the .pdf document to the following address:

It will take less than a week to get your passport back. Usually courier services have special envelopes for passports, so do ask them about it.

Defer:

If you do not get a reply after submitting your eCOE and your classes are near, you can ask the university for an extension. The university might grant you an extension for 2 weeks extension. The university will email you a late enrollment form in which all responsibility will fall on you. Sign it and email it back to them and you will have your extension. Also, mail it to your case officer.

In my opinion you should not use this option. First of all you will miss around 4 weeks time, which will include orientation and important classes. You might not get the courses you want. Finding housing and settling down will be an arse. The university housing will most definitely not accommodate you.

 

The good option will be to defer your admission. For this follow these steps:

- Email the university for a deferment to the next session.

- The university will email you a new unconditional offer letter. Sign the letter and email it back to them.

- After the university receives the signed offer letter, it will issue your another eCOE for the next session.

- Email this new eCOE to your case officer

- Email the university housing for a new reservation for next session, if applicable. Email the confirmation to the case officer, stating your new proposed address in Australia for new session.

The truth about agents:

 

 

Rule: Never Trust an AGENT

- File the visa yourself. Do ask them what documents are needed but in the end just file it yourself. This is your life and an agent does not give a f**k.

 

- All UK universities have no application fee, except Warwick. Australian universities have an application fee. In most cases an agent representing an university will not charge you an application fee. All agents will try to con you on maximizing their profits. If you submit them an application for a university and pay by your own credit card, they will prefer you to pay in cash. This is because as being the university agent, your credit card will not be billed.

 

- All university agents gain commission on getting a student into university. The size of the commission varies. If it's a third rated university, they get around 30,000rs to 80,000rs . Then comes their own processing fee, which is about 25,000rs. And lastly the university application fee around 100AU dollars, which in most cases is not required when applying to a third rated university. They will try their best to convince you to apply to these third rated universities, and skip good ones. And in the end if they fail to convince you, they will tell you that your GPA is low. When spending your money either you can get into top universities or these third rated ones. They will never let you apply to top universities through them because the top ones don't pay them peanuts. They only keep them on their panel to look legit. With the amount of money you are paying, you have the same chance to get into top universities. Of course you need a good grades, but not excellent ones. If you apply to top universities through them, they will first tell you that you didn't get into them and tell you that to try a third rated one, but in reality they didn't even applied there for you.

 

- Get admission through them because some of these agents have some seats in excellent universities. Then mail the university that you are firing your agent and file the visa yourself. Use them the way they use you (Like a toilet paper).

 

- If you have filed a visa through an agent, you are out of the loop. The AOSPC will not contact you. They will ask these agents for any queries and this will cause delays, meaning you're f****d. The loop actually is quite big. The AOSPC contacts Agents Main Office, which then contacts Sub Office, and which then contacts you and vice versa.

 

- Most of the times hard copies are required by AOSPC. These agents won't send your documents or queries by courier, they will wait until they have around 20 queries or visa applications and then send them using normal mail. They will arrive to AOSPC in 15 days.

 

- In case you have filed a visa through an agent and want to confirm your agents story, call AOSPC on + 61 1300 652 486. You have to use PTCL phone, the cell phones can't dial this number for some reason. You can call them from 3:00 am to 11:00 am. Talk to an operator, tell him you want to verify your application as you don't trust your agent. Talk nicely and the guy will ask for some details and will tell you the current status.

 

- Never give your original documents to an agent, they just need attested copies. If you hand them over you are f****d.

University Agents Discussion:

Rating: 10 as being Highest

These ratings have been brought by various students dealing with them.

1. HR Consultants: (Rating: 5/10)

These are good consultants but some people who work for them are not up to the standard. They will lie about getting original documents from students trapping them and filing a visa on conditional offer. They will take 4-8 weeks to just change your conditional offer to unconditional one, so the best thing is to courier the university the required documents (attested) and ask them to send you the unconditional offer.

2. Success Factor: (Rating: 1/10)

They mainly deal with UK universities, a bit of Canadian and Australian Universities. The thing about them is that if you are applying to a top university, then their commission will be a bag of peanuts. They will inform you that your application will be filled by them. After forwarding you some nonsense emails from contradictory email addresses, they will inform you that the universities you applied to, have rejected you but they managed to get you into another university so you won't have to waste another session(third rated).

3. AUSPAK Consultants: (Rating: 1/10)

The biggest scam in the game are the AUSPAK consultants.

They will waste so much of you money due to errors and misinformation. They will say that the university does not accept online applications, in reality online application are fast but they won't get the commission.

Every day they will try to ask for new documents in order to delay your application, so they have enough files as the courier would be cheaper to send. They usually mail the documents to their head office in Lahore causing long delays. They will ask for original documents to trap students. They will tell you the AU dollar has increased and they want new bank statements. They will ask for typed forms, but you don't need them typed.

You might see some really questionable people visiting their office in hopes of scamming student visa's.

Their head in charge is Mr. Sohail Haider Rizvi, who is not trust worthy.

This agency looks like a scam, in order to maintain their cover they will accommodate genuine students. The organization is under review for fraud cases.

4. PFL Education (Rating: 3/10)

They generally deal with Newzeland, Australia, and UK universities. They don't have enough experienced people dealing with students. The UK dealings are also a fail.

 

5. AEO Pakistan (Rating: */10)

By visiting their office, I found them to be genuine. They are very well organized. They even offered to help me out without any implication of Fee.

6. RMT Enterprise (Rating: 7/10)

I found them to be the real deal. By visiting their office and talking to one of their employee, I was shocked. With really questionable employees sitting behind the desk, and with their huge ego. The main person in charge was a lady by the name of H******y. She was really helpful, I believe these are the best agency in Pakistan to apply to Australia and Canada. They will even mail you the prospectus and related documents to your home address.
