I think you'll find these hats are from Burmese people and are not Thai. The Thai people seem to think they are real low lifes.

Pattayaland soi's are a mixture of gay and straight bars and gogo's. The last girl I bf during a recent trip to Pattaya worked in a bar in Pattayaland Soi 2

Yeah you are right that Burmese wear similar headwear, but the they still have origins in Thailand in the North. Gareeyang (sp?) "Mountain People" of the North East region traditionally wore them.
