Desktop Pc With Thai Powernet Upc And Ground?!

I have a desktop PC and after the thai powernet fried my first PC within 2 weeks I have bought a UPC.

 

Now I have a new PC which still works fine but my monitor has quit on me twice now and the cable is bringing a high amount of static electricity into my pc. This can't be good and has to have something to do with the monitor not having a ground wire.

 

Both my PC and Monitor are connected to the UPC. How do I solve this? How can I ground my equipment here?

 

How do the other people in Pattaya run their desktop PC's?
