There are loads of hotels which meet your criteria in Pattaya. I like staying around Soi7 and 8 - it is central to most areas and there is loads of nightlife on those Soi's.

 

Flipper House and Flipper Lodge both have swimming pools and are girl friendly.

 

Also, you could try Pattaya Bay Resort, not far from 2nd Rd. That has a good reputation.

If you want cheap and safe, I would suggest APEX hotel (BHT600) per night on second road just nearly opposite Mikes shoping centre. If you want something a bit better you can try Eastiny Residence on soi 10. Another one is Queen Vis hotel on Soi 6, rooms are great and range from about 500 to 1000

Flipper house was good for me ... BUT ... I hear there doing reno's and could be noisy. I was planning to stay there but might give it the flick.
