It would be worth investigating if the blocking and covering of an outlet pipe further south caused this backup and overflow.

This is the spot outside The Cove Pub right? Theres been something leaking there for months, I remember accidentally stepping on a loose brick on the sidewalk getting a surprise splash back of waste water up my leg back in November (at that point it didnt look as bad as in the pics, the water was barely visible). Been treading carefully past that spot ever since

That is where the well known Hanuman Statue is. Correctly it would be the Machanu Statue (I think) but most know it as Hanuman. That road leading away along the hotel is private. Maybe the waste water pipe is private too, then nothing will be done. Compared to that road,  Soi Pothole was/is an imaculate highway.
