is horseshoe point dog friendly ? Or the road leading up to it seems like there is a lake and some open ground where dogs could be walked ?

Last trip a saw a number of people just walking their dogs along Beach Road. They didn't seem to get hassled by anybody or any other dogs.

Try Lake Mabprachan, about 10 km to the east of Pattaya Klang.
