I got a good deal on a used one and it doesn't take a SIM Card.

 

Is there a WiFi service I can buy on a monthly basis when I visit Pattaya...?

What about getting a sim card with a good data plan for your phone, and then set up a personal hotspot on the phone and connect your ipad to your phones network?

Most hotels have free Wi-Fi....

it's not as if you are going to be carrying an iPad out with you ....

and if you were , then restaurants and some bars will have free Wi-Fi

This is your best all-around option.

Indeed. Just remember to turn off the hotspot when not using it. Tends to eat the battery quite quick.
