Has it been legally registered to fly in Thailand, and is that transferable?

Yes it is registered, licensed until 31 July 2024.  There is nothing on the certificate that says it can or cannot be transferred so I am checking with the DJI support team who I use for registration/renewal and will update later.  However, renewal only cost 414 baht so happy to deduct that from the asking price so you would be good to go.
