Are these touts cheaper or expensive to buy a mobile sim from with call and internet package for a mobile phone activation in Thailand? Or am I better off walking into a store in a shopping mall to get a better deal?

To be honest; I've never saw a SIM tout at any Thai airports. That said I haven't looked for a SIM the past decade or so.  Prices on the companies  product is available on their  homepage and price difference, if any, for a SIM for a couple of weeks will be in the neighbourhood of the cost or a beer regardless where U buy

i'm not sure what you mean with "touts". 

if you refer to the official booths that the different mobile provider have in the airport: they're completely fine and for a short trip as a tourist, it's normally the best idea to simply buy a sim card there. 

i've never seen a "tout" (aka a random guy standing around) selling you sim cards. someone might try to get you to buy one from the official booth and they might get a small comission. but even that it's not something that afaik really happens)

if you're there for a longer time, it's cheaper to buy a sim card that has a monthly fee instead. but the price difference is a few hundred thb at most.
