Aren't they supposed to use the meter at that ticket booth?  Tell the guy you want "meter" before he grabs your bags.  If the guy tries to negotiate a flat rate turn around and go tell the ticket person you want "meter".  Making sure you don't get ripped off is kind of the whole point of using that ticketing system and anyone trying to negotiate a flat rate is trying to rip you off.

Yes.   I just tell them meter as I point to the meter on my way into the taxi.  Refusing to use the meter from the airport has been so rare, that I’d be surprised if it happened more than a half dozen times over my 20+ years of arrivals. 
 

Getting a metered taxi in/around  Nana/Asoke during play time is very challenging; easier to negotiate a fair rate if you know the normal meter rate.  
 

Just be firm when you tell them to use the meter, as if you’d been doing this every day longer than they’d been driving.
