They've already decided to increase the alert level to 4 which means:

Refrain from eating & drinking in restaurants

Refrain from entering risky places

Avoid meeting people outside of your home

Avoid groups Refrain from taking public transport

Refrain from going abroad

Quarantine on entry to Thailand

Which isn't much different from a total lockdown.
