I'd imagine they'd need some time to dust off the place. Have you seen it recently? 
Also, whatever regulations they'd need to operate under might also take some time to prepare. Then, of course, there might be a bit of a challenge lining up some interested staffers.

What are they going to do, open it up for expat's? Think about it, in order to get the population in town to support Walking Street, you would have had to announce to the world that Thailand is open without entry restrictions back in October.  By the time a guy finds out Thailand is open again, gets his vacation lined up at work, then makes arrangements to travel it will take about a month or two.  Thats not even figuring out how to staff the bars with girls, that guys are going to want to spend money on.  

Other than catering to the expat population, it will take at least 3 months to get operations up and running again.

Realistically it would be difficult December 1st because the decision probably won't be made until a day or two before that. Unfortunately they never give much advance notice and the closer it gets to December 1st leads me to believe that that won't be the opening date.
