I read it's a new policy since the country "reopened". Doesn't look very good to reopen and then be on the news arresting the ones you are trying to welcome back.

Nope, it wasn't anything official but it appeared to be a personal account of another raid where none of the customers were arrested and I had no reason to doubt it.
