And will drop back down to 30% when all the unvaccinated workers from the villages come back to Pattaya when everything opens up.

It might be 80% of people registered in Pattaya but not when considering number of people Thais registered elsewhere.

Reopening of Pattaya? Did I miss something? I don't see anything reopening (that wasn't open before).

That would be referring to easier access for tourists. And they're saying they're developing regulations to allow some semblance of fun to start up again. Also, curfew is gone. "Yay!"
