If I were to begin my 14 day ASQ on 26 August would I get any benefit from the Sept 1st opening day? Would my quarantine be shortened? Yes, I am vaccinated with Moderna shots.

I suspect thats unknowable atm and may well remain so for some time.

Too many things happening overall, the hoops to jump through remain and at the end of the day the Thai Government need to give their OK. Whats happening with the virus in the Sandbox as well as throughout the country also comes into play.

The mayor is taking about plans and while he and many people including me want this to happen, they remain plans, hope etc.

Sadly.

Life must be lived forward, but can only be understood backwards.

I don't understand the structure of power in Thai Government does the Mayor have the ultimate power to make this happen or is this just his wish list and  does the central government have final say etc ?

The central government has the only say. I think the mayor is trying to mollify locals pressuring him to do something to save the city's businesses. However, officials in Phuket talked about the sandbox long before getting the okay from Bangkok so talking about it may put upward pressure on the central government to make things happen.
