Could it be the simple formula;  less tourist, less sewer and garbage?

The beaches may be cleaner but the sea ....noooo.  I am on a high floor block overlooking Jomtien beach.  Between 3 and 4 times a month there are 3 outfall pipes that I can see about 40 mtrs out from the high tide mark which spew out brown Liquid for an hour or so.  Make your own conclusions. This generally drifts inland and towards Pattaya. In addition to that when there is severe rain and the surface water drains become flooded there is a Black discharge into the sea.   Again about 40 mtrs out, probably just rotten leaves, cooking oil, engine oil, tyre and road surface dirt. I wonder if the professors children swim in it?

The beaches may be clean and nice,

but what about the water in the sea?

It's amazing just the difference on how much cleaner the water is on Koh Larn compared to the water on the Pattaya and Jomtien beaches.
