The CCSA has not given a timetable or idea of when entertainment venues would be allowed to open, despite Pattaya having gone roughly two months without a single new confirmed case of the virus.

 

That part sentence says it all. It is no longer about any virus, it's all about control of the people, and they would be happy for Pattaya bars to close. As there seems to be no civil way to get them out of power, Thailand could face a few difficult years, but they will try to continue with the "state of emergency", which seems to have eventually replaced "article 44".

Very sad.
