Could be interpreted as Pattaya Officials recognize the beach as a hotbed of disease. Must be a lot of infected that claim they caught Covid-19 on the sands of Chonburi.

The reason for the beach restrictions, here and elsewhere, was to discourage Thai tourists from travelling inter province.

Bang Saen opened their beaches and it didn't go well.
