Sad indeed but the homeless was always there, they just became more visable with no people in the street.

True but I'm sure there are more now who might not have got out of Pattaya in time and can no longer afford to pay rent.

Govts around the world need to roll out the social safety nets to catch those who are falling through the cracks quickly. 

In many countries due to deteriorating economic conditions of many workers and labourers under lockdown, the risk of social unrest is growing. 

Liberal handouts, rationing of food and other essential items, soup kitchens, community centers, night shelters, etc are all needed, with extra planning to avoid crowding. The Thai social security system will no doubt be strained, but they will pull through and are expected to do marginally well even compared to the West. 

Newer challenges are emerging due to the need for social distancing. If community spread becomes widespread among the bottom strata of the community, class divides will become more pronounced with the well to do holing up in their compounds and deliberating keeping away from associating or coming in any contact with the poor due to mistrust, fueling extreme prejudices. 

The social implications are huge.
