According to the article: "The reason for the restriction of Central Pattaya is that the majority of confirmed Covid19 cases have come from that area in Banglamung. Of those cases, most are imported cases of foreigners who recently arrived or traveled to the area. Of the Thai cases infected in the area nearly all came from a foreigner who was a recent arrival, City Hall stated."

March 21 was the pretty much the last day foreigners could enter Thailand.  Starting March 22, you had to have a health certificate stating that you were Covid-free, and 100k USD travel insurance that covers Covid.  I doubt any foreigner got those.

That was 20 days ago.  The internationally accepted quarantine period is 14 days.

They do say they have concerns about tourists coming to Pattaya from elsewhere in Thailand. Mainly Bangkok and Phuket I imagine.
