Spitting on a Thai cop is not a recommended course of action.  If the story is to any degree accurate, the guy got off lightly.  The cops in many countries would have kicked the shit out of him.  Or if they couldn't get physical themselves because of witnesses and the press on site, they'd toss him in a cell with 40 locals who'd be more than happy to teach a foreigner some manners.
