A security guard monitoring the site told me the top 10 floors have to come off, then they can finish it. The problem was that it was taller than Buddha on the hill  behind  and nothing was allowed to be taller than Buddha, so if the top section (above the shoulder) comes off then it's ok.

It was on the news.  Government planning department told developer take top 8 floors off.  He built 8 levels above the plans.  It was discussed for about 2 years.  They agreed remove 8 floors and the project can be completed.  It was deemed to obscure the view from Budda mountain and King 5 memorial which is a popular tourist spot.  That was 2 years ago and apart from removing the crane from the top nothing seems to have changed.
