Maryland Soi 1 is very nice, used it a couple of times

Can't remember the name at the moment, but there's a decent roof top bar on Walking Street, nestled between Simon beer bar complex and King Seafood, same building/entrance as L'Italiano restaurant. Take the elevator to the top, then stairs to the roof.  Nice view of the bay.  They also have a balcony, on their 1st floor, overlooking WS.

There is also a small rooftop bar (but only one floor up.....) in New Plaza - the first bar in the middle section as you walk down from Soi Buakhow towards 2nd Road.

AA hotel.... not rooftop but pretty high up and good view of Beach Rd.

Serenhotel has one on Soi 10 and beach road.  It is small but fairly nice.

Siam@Siam Design hotel is my favorite my far. 

Happy Hour 5-7pm. Buy 1 Get 1 Free Cocktails. Great sunset spot by the pool. 

Second Road by Soi 2.

The Holiday Inn has a decent rooftop bar, excellent views and strong drinks. 

Baraquda hotel supposedly has an amazing rooftop 'lounge' but that's way outside my budget.

Yes, every night it was buy one, get one. 6-8 pm if I remember correctly.

yes i confirm Siam@Siam is very nice , stayed there 2 weeks and it's very cool to chill with a good cocktail and a thai girl

It's not central to any mongering areas, it's on Sai 1, not far from Tiffanys. 

I based myself there for a few days once, a few too many families for my nocturnal activities, but I remember the service being excellent and the rooftop bar as a good place to watch the sunset.
