I agree that this is extremely bad.  But how is this relevant to pussy in Thailand.

If the guy was not about to harm anyone or get to civilians, then yea it looks bad. However, if he was fleeing in the direction of civilians with a weapon, then using the car seems perfectly justified. It's hard to gauge the entire scene by that video.
