Yes it depends on whether you are doing in Australia or Thailand and if in Aus then it may vary on which state.

..but the only place that has the authority to issue one is the embassy in Canberra. Some consulates (eg Sydney) will accept them to be sent to Canberra.

 

IMO you are better getting a tourist visa and organising things once you get to Thailand. The reason is that if you apply in Australia you need to do a medical and obtain a police clearance. Neither is required in Thailand.

 

Edited to add a thought. People have been reporting that opening a bank account in Thailand has become difficult so you would need to consider this. You need to show 800000 Baht in a Thai bank account for the application within Thailand.
