Interner cafes

I have noticed that most internet cafes now ask for your name and log it against the computer number and the time you use it.Have there been a lot of cases of people viewing illegal gambling and porn sites and this is just to cover them or is this a new law? What is the point of asking names with no ID required as anyone up to no good can sign themselves as John Smith or Erich Muller? Perhaps it is just to deter people from viewing anything illegal? Has anyone else noticed this?

This must be very new because I only returned from Thailand on the 17th August and during the 3 weeks I spent in Pattaya I went into one internet cafe on a regular basis and never ever got asked for my passport.

 

Would this new law also protect us tourists because you hear stories off people checking there bank accounts whilst on holiday in LOS and then money disappears from there accounts.
