This is like classic/stereotypical 'Thai Logic' 

 

 

Problem: steep decline in foreign tourists, Thailand is seen as a less inviting place to take vacation 

Solution: give incentives for foreign tourism, stop taking actions that drive away foreign tourism  give discounts to Thais to patronize local businesses

Solution: start an international sick buffalo sponsor program, to effectivize^(*) the transfer of money from the west to rural regions of Thailand

That's it then, time for the Australian Prime Minister to step in with an overseas aid program;  my suggestion would be subsidised Air fares and hotel costs for Aussie males travelling to Pattaya.
