It says "Stay calm (cool heart) have responsibility" and the Thai in the image just says "Krung Thai". The short message doesn't really indicate who thew bearer of the responsibility is.

Upon further thought it could either be an instruction to stay calm and be responsible or an instruction to stay calm with an acknowledgment of responsibility. I'd go for the first at a pinch.

This looks like the kind of thing that one might read in a personal ad, in other words the qualities that woman seeks in a partner.
