Welcome Plaza is in a good position. The hotel is in South Pattaya just set back from the 2nd Road. In Low season the cheapest room costs 850 baht a night. Only about 5 minutes from Pattayaland. 6 minutes from the beach. About 10 minutes from Walking Street. Almost oppisate Royal Garden Plaza. Baht bus on 2nd road will take you to North Pattaya.

Yes it's a good hotel and personnally i think is a little bit better like the 2 neighbours hotels of same style, large lobby, pool on the back, Royal Palace, Royal twins, i stay on those 3 hotels.
