It's called Google Translate and I'm impressed at how well my Nexus can recognize speech. Translation can be tricky however, as have to consider the full context.

So is say someone was speaking in Japanese it would translate it into a English voice...

I don't know what languages are supported, but speech can be recorded as text, translated to another language, then you would just need a text to speech app for that language. But machines don't translate real well and the speech recognition isn't 100% accurate so you need to check it or you may be starting an international incident.
