Can I buy a mini sim card in Thailand that will work on samsung S4

Yes for sure. The sims come now in the larger size and you have the option to "punch out" the micro sim.

I just bout one last week. Dtac has the micro sim I bought mine at 7-11.

They sell 3 different size SIM cards in Thailand, regular, nano (medium) and micro.
