I'm generalizing, but... The pedophilia in Pattaya seems to mostly be happening in the gay community, which is not as much in the open as you may think. I'm not talking about the Boyztown that we all walk past. The gay community around Sunee Plaza, near YenSabai Mansion/Condos is where you can see plenty of young men making out well with the old gay men. I definitely saw some boys that looked young. To find this area just walk in the back of TukCom and around the Flamingo hotel area down Soi Day-Night.
