Yes, there is a place at Central Festival, though I'm not sure of which floor. There are several ice cream places there.

It's FRESHY FREEZE 3rd floor Central Festival in Pattaya (may be there are others too). This is no establishment along the left- or righhand side walks but in the middle between them. It's close to the large electronics shop at the beach-side of Central Festival
