This model will enhance Pattaya and Koh Larn as major tourist market by providing safety measures among marine activities and also to prevent accidents during this coming season.

Mr.Phong Shivanan, Deputy Minister of Transport claims that the Marine Department has organized a workshop which includes Chonburi province, government sectors and those that are in the tourism sectors from Siracha, kohSichang, Banlamung, Sattahip and Pattaya to join in the discussion of the Pattaya and Koh Larn in the speedboats and jet skis model.

Security zones will be provided by arranging funds for different zones such as water activity, banana boat, jet skis, parasailing. Each zone will be designed according to the season.

Apart from that the Marine Department will coordinate with the governor of Chon Buri, and the Mayor of Pattaya to have the same amount of power as the Marine Department in checking the boats for their licenses, whether that licenses have expired or not, whether or not the boat driver is certified as per the law, are they carrying more passengers than the allowed amount, and also the ship’s number or the certified number must be shown correctly.

Meanwhile the authorities are also responsible for checking the speed of the boat while parking at the dock and also checking how cautious the drivers of the boat are. While navigating the beach the speed, should not exceed a certain limit. As for the seizing the certification rights this will still be controlled by the Marine Department.

Mr.Phong, claimed that the reason Pattaya City is the first to implement this is because, it is one of the major beach area that has attracted large amount of tourists. The tourism market accounts for 1 billion in revenue. Therefore, it is very important to portray Pattaya as a safe city. For the first three months the Marine Department will be instructing and recommending the responsible organization in taking care of the safety of the tourist.

This new safety model will encourage the entrepreneur from all sectors regarding water to work in a more rigid fashion, which will provide more confidence to the tourist. This project will probably be implemented in other tourist areas such as Phuket , Rayong, Hua Hin, Cha-am claims Mr.Phong.

The causes of the accident in the ocean are due to 2 reasons. Firstly, negligence of the boat driver, by hesitating to decrease the speed of the boat at areas those are prone to accidents. Secondly, by carrying passengers exceeding the capacity of the boat, and usually the boats are not in a good condition.
