Airport Phone Services?

Do the Phone Services @ the airport unlock phones also? Got an iPhone 4s that needs to be unlocked.... or deal with it @ tukcom, when I hit town...Do I really need a data plan also? Seems most places have wireless.... And finally any recommendations for which carrier to use?

true move is pretty good and also cheap, one of the girls I saw my last trip help me get one from the 7/11 for 1bath+ some stamps that she collected, I don't know how long this promotion would last.
