"Thawatchai and relevant agencies patrolled Pattaya Street to give instructions and warnings about illegal acts such as selling illicit substances, carrying firearms, and not allowing prostitution, to entertainment service providers.
Furthermore, as a pilot province, the officials collected information to evaluate further and improve precautionary measures accordingly."

So NOT allowing prostitution is an illegal act!

Curious as to why you say it is having zero impact when I pointed out one negative impact I experienced?

I do believe the negative impact will be short lived, same as every other time in the past.
