You've misread it.

 

Bars must close at 12 midnight. The curfew is in place from midnight 'till 4 a.m. so stay off the streets for the 4 hours.

Not much point been out that late if the bars are closed is there?

EDIT: Keep your eyes and ears open, there is talk about lifting the curfew in tourist spots if they remain trouble free. Talk to the boss at any of your local bars, they know more through the 'mamasan telegraph'.
