Getting married in Thailand on a UK passport

A pal of mine, in Thailand on a retirement visa in a UK passport wants to know the ropes for getting married to his Thai GF.

 

I told him my understanding is he needs to make a signed statement at the British Embassy declaring that he is free to be married. And also I believe there are some further questions in regards to his income. After getting this document/statement from the British Embassy he then needs to take it to a Thai translation service and have it put into Thai langauge and then take it to the Ministery of Foreign Affairs??? To have it stamped and certified, and then that's it. He rocks up at the amphur of his choice with this completed form and his GF and together they sign the marriage forms to make their marriage legal.

 

So is this correct? have I missed anything? And as my pal lives in Pattaya could he get the declaration statement done at the British Consulate at Pattaya and not have to go to the BKK Embassy?

 

Does anybody know the total costs of the entire process?

 

I'd appreciate any information at all on this as my pal is not a member of this forum and doesn't know the ropes too well.
