I travelled cabin class with Etihad in May /June, and got the sim card. So don't know if its an Etihad thing or they offer to all arrivals.

Yea that's right. I flew out in June with Etihad and there were girls waiting as I walked to immigration. They gave out free DTAC sims with 50baht credit on them....still got mine.
