Apparently you can have 2 passports if you travel regularly to Israel and the middle east. I think you need to jump through a few hoops to prove it though.

True. Second passports are also issued if the holder can show that he travels to many states that require entry visas: with the second passport, he is able to travel to country A while his first passport is being visa-processed by country B. But in both cases, the applicant has to prove past travel patterns and/or produce a supporting letter from his employer.

Simon Black of the newsletter and website Sovereign Man had a detailed posting last February regarding establishing residency and obtaining a Paraguayan passport as a second passport.

 

He and his colleagues found it the easiest route for most people to go if you do not have direct lineage to a second country allowing for dual citizenship.

 

I'm afraid his detailed 'how-to' was in the paid section of his website, but some searching will likely turn up the information you're after.
