Tukcom Pattaya is located in the South Pattaya Rd. It's a technology center and have a lot of Mobile, Computer, Notebook, Camera, etc. I forgot which floor, maybe 2nd, but if you go up, the entire 2nd? floor is cell phones with bunch of vendors. They will also buy your mobile if you do not need it back home.

Tukcom - Watch out for copies (mobiles especially) and check prices back home, electrical items are not that cheap in Thailand because of import duties and sales taxes.

If the price is too good to be true = copy. You can also hit up Carrefor and Tesco Lotus. They sell some electronics and phones at a reasonable price (and VAT refund for tourists... ask the counter what amount you have to spend to get that back).
