The pattern over the last 3-4 Songkrans in Pattaya has been that it's gone very quiet one week after it's finnished, so much so that hotels such as the LK metro has reduced it's rack rates by 40% to 80% depending on duration of stay.

Also the current trend of weak currencies against the Thai baht has seen many nationalities looking for the cheaper options in the sub B1000 price range. So finding a room in the B1000 to B2500 won't be a problem.

The only problems you should encounter as it's your first visit to Pattaya during songkran is staying dry , Make sure all your valuables are waterproof and keep the taxi windows up.

Also as it's your first visit to Pattaya and you won't know your way around, get your taxi driver to phone your hotel for directions.

I arrive 21 April and have been following prices on Agoda for some time. 3 weeks out no change in prices. Should be good deals at each one of your preferred hotels. I'm starting out at Tim's at $62 a night AUD.

Some hotels start low season prices at the middle of April but many use 1st May as the date they drop rates. Also some will keep it later this year to cover Songkran as Pattaya is popular with Thais too at that time of year.
